There is curious wording in the PR for Flashback Tapes:

"Starting at launch, Crash Bandicoot 4: It's about Time will include “Flashback” levels, which will give players the ability to rewind time back to the ‘90s– the greatest era ever!"

Crash Bandicoot 4: It’s About Time is coming to the playstation 4 and xbox one day one. But we seemingly have found some evidence that points that Nintendo Switch and PC ports have been discovered, likely for future use. Let’s Talk About it!

Is a PlayStation 5 and Xbox Series X/S release of “Crash Bandicoot 4: It’s About Time” likely to happen?

Yes, but only as Backwards Compatible releases of PS4/Xbox One SKUs.

(October 2’s releases could be receiving potential improvement patches out of the box or later)
