It’s probably just the TV’s smooth mode being on and the fact that the camera captures at 60fps. I am hoping the PC version is 60fps

Yeah, I had noticed. It would be great if PC, PS4 Pro, and Xbox One X had an option for 60fps. However, I only see the PC version reaching that.
